Afghanistan's Electoral Complaints Commission says it's received allegations of ballot-stuffing, fake voter registration cards and repeat voting.

Afghan electoral officials have received more than 3,000 complaints of vote rigging in the parliamentary election.
The ABC has obtained exclusive video of vote rigging in the southern province of Kandahar.
The video shows campaign workers filling out dozens of stolen ballot papers in the town of Spinbaldok, near the border with Pakistan.
Opposition MP and candidate Noor-ul-haq Olumi says vote rigging and intimidation were widespread.
"Nobody wanted to run for election," he said.
"Nobody wanted - why? Because of the fraud, because of announcement by Taliban not to go out from house, we will kill you."
The Electoral Complaints Commission has received more than 3000 reports of electoral fraud.
A final result from the parliamentary poll is not expected until the end of October. (From ABC News)
